Hrm, that does indeed help, but in a convoluted way. Instead of being able to simply being able to authorize those with a specific rank access to the POS, I now am able to grant EVERYONE with a specific rank (starbase fuel technician or configure...

Unfortunately, it appears that it currently is. That's the only thing that allows being able to access the storage in the facilities. So, it's either allow full accesss, including off-lining and un-anchoring, or nothing.
